Correction, 2026-09-30: the first version gave Wan 3.0 at 24 credits as the cheapest paid route; Pruna p-video Draft (4 credits for 5 seconds) and Hailuo H3 Max Turbo (17) are cheaper. It also generalised about free tiers (length, speed) beyond what we could check, and called Seedance 2.5 the best at fine detail without a test. Fixed below.
Animating a still is the cheapest useful thing you can do with AI video, because the hardest part of a shot (composition, lighting, what is actually in frame) is already decided by your image. Most model makers offer some free way in, and free plans are restricted: Kling's, for example, watermarks the output, stays below 1080p and is not for commercial use, per Kling's own policy pages. The useful question is which free route lets you judge quality before paying, and what the real cost is afterwards.

What free plans restrict
Watermark. Kling lists watermark removal as a premium-only function, and it rules out client or ad delivery.
Resolution. Kling lists 1080p video as premium-only too. Lower resolution is fine for judging whether the motion works.
Commercial use. Read the terms. Kling's free Basic plan says generated content "is not for commercial use", which is a problem discovered late if you built a client deliverable on it.
Allowance. How many free generations you get varies by platform and changes often; Kling says its daily login credits are "subject to platform announcement". Check the balance after signing up rather than trusting a number in an article.
The one genuinely unrestricted route is self-hosting an open-weights model. The Wan2.2-TI2V-5B model card lists an Apache 2.0 licence, 720p output and a 24 GB GPU minimum, which means no watermark, no meter and no cap on iteration if you have the hardware. See best open source AI video generator.

The first-frame rule
Image-to-video inherits everything from your source: resolution, lighting, composition, and any flaw. This has three consequences worth internalising.
Upscale the still, not the clip. If your source is soft, fix it before it becomes motion. Clarity at 13 credits or Topaz Image Upscale at 11 per 24-megapixel block. This is the one place an upscale genuinely earns its cost, because the sharpening propagates into every frame.
To be clear about the other direction: there is no video upscaling on 8frame. If the clip comes out soft, you cannot repair it here. Generate at the resolution you intend to deliver.
Compose the still for the motion you want. Leave room in the direction the camera will move. A tightly cropped subject cannot be pushed into.
Fix the image first, always. Background removal at 12 credits, Flux Edit from 7, then animate. Editing a still costs a fraction of regenerating a clip.
What models still get wrong from a still
Hands and fingers, when they move.
Text in the image. A sign that reads correctly in your still can drift into nonsense once it moves. Composite type after.
Faces at the edge of frame. Keep the face central and give it real area in the frame.
Two people interacting. Bodies can pass through each other.
Your product's exact geometry. A logo or label can come out nearly right, which on a product shot is worse than absent. When it must be exact, composite the real label over the clip.
The workflow that wastes the least
- Get the still right. Generate or photograph, then edit and upscale it.
- Draft the motion cheaply: Wan 3.0 at 480p is 24 credits, so three attempts is 72, under a dollar. p-video Draft is cheaper still, at 4 credits.
- When the motion works, rerun the same prompt on the model that fits the shot: Kling v3 for controlled camera moves, Seedance 2.5 for involved subject motion, Veo 3.1 Lite if you want audio in the same pass.
- Do not upscale afterwards. There is nothing to upscale with.

What is the best free image to video AI? For judging a model, its maker's free plan; Kling's is watermarked and non-commercial. For genuinely unrestricted use, self-hosted Wan 2.2 if you have a 24 GB GPU. The cheapest paid clip on 8frame is Pruna p-video Draft at 4 credits for 5 seconds.
Can I animate a photo of a real person? Only with that person's permission, and never a public figure. This is the capability most likely to be misused.
Why does my clip look worse than my image? Because generation resamples. Start from a sharper still, generate at a higher resolution, and accept that some softening is inherent.
