Correction, 2026-10-02: this page recommended free template tools and named none. It now covers Imgflip and Kapwing for templates and Bing Image Creator and Microsoft Designer for generated images, from their own pages, including their watermarks and use terms. We had said that generated text garbles and that Nano Banana Pro is the model that handles text inside an image; we have not measured either, and the page now says to check every letter of any text in a generated image. A meme is a writing format. The image is a shared reference that carries meaning because people have seen it before, and the joke lives in the caption's relationship to that reference. A brand-new generated image breaks the mechanism: nobody recognises it, so there is nothing for the caption to play against.
That is the case for starting from a template, and it has nothing to do with image quality.

Imgflip
Imgflip's Meme Generator describes itself as "a free online image maker" for adding text and images to templates, and its free plan includes access to "over 1 million meme templates". Free memes carry what Imgflip calls its "subtle" imgflip.com watermark (the editor places it bottom left); removing or customising it, and Imgflip's AI creation tools, need a paid Imgflip plan. Its terms say: "You may not use content from our Services unless you obtain permission from its owner or are otherwise permitted by law."
Kapwing
Kapwing says its Meme Generator is free to use, including its template library and uploads of your own images. On a free account every export, memes included, carries a Kapwing watermark; removing it takes Kapwing Pro, $16 per member a month billed annually or $24 billed monthly. Its template categories include The Office, The Simpsons and Spider-Man, a reminder that many templates are frames from someone else's film or show.
Bing Image Creator and Microsoft Designer, for the absurd image
When the joke needs a picture that doesn't exist yet, Bing Image Creator gives you 15 free fast creations a day and up to 200 prompts in 24 hours, then slower free creation. Microsoft's terms describe it as "for entertainment purposes" and give no warranty that output doesn't infringe anyone's rights.
Microsoft Designer is free to use too, but "licensed for personal, non-commercial use", which rules it out for a brand account. Microsoft also warns that text in Designer's generated images "may not be in the requested language or may have spelling errors".

Why templates are not a limitation
The recognisability is the content. When a viewer sees a familiar format, they already know the emotional shape of the joke before reading, and the caption lands against that expectation. A novel image has no expectation to land against.
A template tool gives you the templates, a text tool and an export. That is the whole requirement, and on the free plans above it costs nothing but a watermark.
Where generation genuinely fits
Absurd literal images. A joke whose punchline is a specific ridiculous picture that does not exist. This is a real category and generation is the way to make it.
Brand-native formats. A company creating its own recurring visual joke, used enough times internally or with an audience that it becomes a shared reference itself.
Reaction images of things, not people. A specific object or scene with the right absurd energy.
Original visual jokes. Which are comics or cartoons rather than memes, and are a legitimate thing to make.
The text rule
Put the caption on in an editor, not in the generation. Text generated inside an image has to be proofread letter by letter on every attempt, and one wrong letter means another attempt; Microsoft says as much about Designer's own output. A meme with a typo in the caption reads as if a bot made it, which is the opposite of the intended effect.
Generate the image clean, say "no text" in the prompt, and add the caption in any editor, in the format's conventional font and placement. Those conventions exist, and breaking them signals that you don't know the format.
If text genuinely must live inside the image (a sign in the scene, a label on an object), read it back from the image, every letter, on every attempt, rather than trusting your prompt. We haven't measured text accuracy on any model, so we don't recommend one for it.

The brand warning
Brands attempting memes can go wrong in recognisable ways, and generation makes it cheaper to fail at scale.
What goes wrong: the format is used slightly incorrectly, which reads as an adult using slang wrong. The joke is about the product, which makes it an advert rather than a joke. The reference is months old. The result is technically a meme and socially an embarrassment.
If a brand is going to do this, the requirement is someone who actually participates in the culture making the call, not a generation tool making it cheap to produce fifty.
Rights, practically
This is general information, not legal advice.
Many popular templates are stills from films and TV shows or photographs of real people. People share them for fun all the time, but that doesn't make every use permitted, and template sites don't hand you the rights: Imgflip's terms, quoted above, say you may not use content from its services without the owner's permission unless the law otherwise allows it.
Commercial use is different. In an ad, a template is someone else's image selling your product, often with a real person in it who never agreed to endorse anything. Treat it like any ad with a real person in it: get written permission, or don't use it, and ask a lawyer about the markets you run in.
