The best free AI pet video generator in 2026, if your pet photos are already on your phone, is Google Photos: its Photo to video tool animates a photo for free within "a limited number of photos or videos per day", with a "Subtle movements" preset and an "I'm feeling lucky" one that can add "more movement like dancing". For a free allowance on the web, PixVerse lists "60 initial credits, and 30 daily credits", and Pet.Video, the one tool here built only for pets, gives new accounts 30 credits, "enough for one 5-second 480P video". On 8frame there is no free generation; a 5-second clip from your pet photo costs 4 credits on Pruna p-video Draft at 720p, or 48 with sound on Grok Imagine.
A pet video generator is image-to-video with your cat or dog as the subject: you upload one photo and describe what should happen (a head tilt, a run on the beach, a dance, the pet as a chef). The free plans differ more on watermarks, length and commercial use than on what they can make, so the table comes first.
TL;DR
| Tool | What's free | Watermark on free | Commercial use on free | Length | Cheapest paid |

The picks
Google Photos: free, on your phone, a daily limit
Google Photos' help page says "You can only generate a limited number of photos or videos per day. Purchasing a Google AI plan increases your number of generations." You pick a photo and a preset: "Subtle movements", or "I'm feeling lucky", which "may turn your photo into a video with more movement like dancing". Typed prompts are "initially available only to users 18 years old or over", you need "a personal Google Account", and "If you select a landscape photo, the photo is automatically cropped to fit the portrait video format." Its videos "may now contain audio". When Google launched the tool it made "six-second video clips" and said they carry "an invisible SynthID digital watermark" and "a visual watermark"; it later moved the tool to Veo 3. The help page does not state a current length or commercial terms.
Pick it if: you want a cute moving photo of your pet to send to family today, from the phone you took it on.
PixVerse: a daily free allowance on the web
PixVerse's own info page (last updated 2026-10-19) lists the free web plan at "$0, 60 initial credits, and 30 daily credits", and says daily credits "renew at 00:00 UTC and expire at the end of the day if unused". Standard is $10 a month and "lists watermark-free output and resolution access up to 720p". Its V6 model makes clips "from 1–15 seconds". Its terms limit free output to non-commercial use, and say its templates are "for non-commercial, in-Platform creative use only" even on paid plans.
Pick it if: you want to try a pet clip every day without paying and can wait for the daily refill.
Pet.Video: built for pets, one free clip
Pet.Video is the only tool here made just for pets. Its home page offers to "Save your pet once and turn it into a kung fu master, office worker or movie star", "the same pet in every video", with effects such as "Pet Dance Battle" and "Pizza Delivery". The free allowance is small: "New eligible accounts receive 30 signup credits, enough for one 5-second 480P video with Save credits selected. No credit card is required." Videos start "From 25 credits". Basic is "$9.00 /month" for "300 credits per month", "HD video quality (1080p)" and "No watermark"; "30-second video generation" starts on Pro. "Subscription credits reset at the start of each billing cycle and do not roll over." Its terms page did not load for us, so commercial use is unconfirmed.
Pick it if: you want a pet-specific effect and one free test clip before paying.
Vidu, Magic Hour, Media.io and Kling: free, with strings attached
- Vidu's own blog says its "free tier caps output at 720p, with a visible watermark in the lower-right corner of every generated video", "Free plan videos on Vidu cannot be used commercially", and "A 4-second standard-quality clip runs about 5 credits", enough for "roughly 10–16 clips per month". Some templates accept pets: its Punch Out template says "Choose a portrait, a person or a pet."
- Magic Hour gives a free account "400 signup credits", and "Basic accounts can claim 100 credits daily, up to 7 total lifetime claims". "Free video and audio outputs may include a watermark", and free users "may use generated content for personal, non-commercial purposes only."
- Media.io has a talking-pet tool: "Upload your pet video and add text or audio, AI syncs the voice to your pet's mouth". Its free plan lists "3 daily check-in credits", "Up to 1 video", "720p exports" and "Export with watermark".
- Kling's plan table lists Basic as "$0; free forever" with "No monthly Credits" and "generated content is not for commercial use"; its video page says "free-tier exports generally include a watermark". Standard is $6.99 for the first month, then $8.80, for 660 credits.
The rules for animal videos
Pet clips are the easiest AI videos to post, and two platform rules catch people out:
- No fake rescues or harm, even as AI. YouTube does not allow "Content that shows animal rescue that is staged and puts the animal in harmful scenarios", and its guidelines apply "to all content on YouTube, including content that is AI generated or altered using AI." TikTok: "We don't allow animal abuse, cruelty, neglect, or any other form of animal exploitation."
- Label realistic clips. YouTube requires creators "to disclose AI-generated or altered content that seems realistic", including a "realistic scene that didn't actually occur"; it says "Creators don't need to disclose non-realistic content". TikTok asks creators "to label AI-generated or significantly edited content that shows realistic-looking scenes". Your cat as a cartoon chef is clearly not real; your dog "saving" a child from a river looks real and needs the label.
What a pet clip costs on 8frame
On 8frame you upload the pet photo to a video node and type what happens. A credit is about $0.01 at pack rate.
| Model | 5 s from your photo | Sound | Notes |
|---|---|---|---|
| Pruna p-video Draft | 4 at 720p | See note | The cheapest video on 8frame; the Pruna tool opens on p-video at 14 |
| Hailuo H3 Max Turbo | 17 at 480p, 27 at 768p | Not stated | A cheaper tier than the 88-credit base H3 |
| Grok Imagine | 35 at 480p, 48 at 720p | Always on | Clips 1 to 15 s |
| Veo 3.1 Lite | 54 for 8 s | On | From a photo, Veo makes 8-second clips only, 16:9 or 9:16 |
| Kling v3 Standard | 86, or 57 silent | Toggle, on by default | The Kling tool's default; it needs a start image |
Pruna's p-video models generate sound on the provider's side, but we have not confirmed that the Draft tier keeps it, and we have no production runs of Pruna to judge it, so treat the 4-credit draft as a quick motion test.
The same pet in a series. For a pet that should look the same across videos (the "same pet in every video" idea), use a reference mode with several photos of your pet: Grok Imagine's reference mode takes 1 to 10 photos for 48 credits per 5 seconds at 720p, and Happy Horse takes 1 to 9 character photos for 95 credits at 720p.
A talking pet. 8frame's lip-sync tools take a portrait and an audio track (Pruna Avatar: 17 credits for 5 seconds at 720p). We have not tried them on animal faces, so treat a talking cat as an experiment and test 5 seconds first.
Photo rules. Veo 3.1 wants a start image of at least 1280 x 720 pixels, JPG or PNG, up to 8 MB; Kling takes images from 300 x 300 pixels up to 10 MB. A phone photo is fine for both.
We have priced these models but not measured how well each one keeps your pet's markings, so we quote prices, not quality. Failed generations are refunded automatically. 8frame output has no watermark on any plan, and commercial use is cleared on paid plans, which matters if the clip is for your pet shop or grooming business. Getting a cute result, on any tool
- One pet, sharp eyes, plain background. Fur and eyes are what people recognise; a blurry or busy photo gives the model less to keep.
- Shoot or crop vertical if the clip is for Reels, Shorts or WhatsApp status. Google Photos crops landscape photos to portrait anyway.
- Describe one action. "The cat slowly tilts its head and blinks" works better as a prompt than a whole story.
- Short first. Test 4 or 5 seconds before you pay for 10 or 15.
- Keep it kind. No clips of your pet in danger, hurt or scared, even as a joke.
